About the Role

Our client in the mining and metals sector is recruiting a Senior Commissioning Manager to lead commissioning activities on large-scale minerals processing projects. The role focuses on the overall planning, direction, organization, and budgeting of all pre-commissioning and commissioning work, ensuring the highest safety and quality levels within time and cost constraints.
The successful candidate working from the project office and project site will form part of the Owner's Project Team and work closely with the Project Manager, construction team, client operations, and vendors to ensure seamless project handover from construction to operations.

Key responsibilities:
• Develop and implement the overall commissioning strategy and execution plan.
• Establish commissioning objectives, milestones, and project KPIs.
• Lead the commissioning team through all commissioning phases (C1–C5).
• Scope commissioning systems and plan the commissioning sequence to a level sufficient for a level four schedule.
• Coordinate commissioning systems with construction work packages, engineering, and procurement.
• Prepare and issue the Commissioning Execution Plan.
• Ensure necessary permits and licenses are identified and obtained prior to site commissioning activities.
• Direct cold and hot commissioning activities. This will include plant areas such as: Crushing circuits, Milling circuits, Flotation circuits, Thickening systems, Reagent systems, Dewatering systems, Tailings systems, Water supply and reclaim systems, Utilities and infrastructure.
• Ensure commissioning procedures are executed safely and efficiently.
• Coordinate startup sequencing and integrated system testing.
• Manage and coordinate supplier representatives for specialty commissioning work.
• Provide commissioning technical support to site functions as needed.
• Review P&IDs, Flow Diagrams, Single Line Diagrams, and engineering registers to prepare execution plans and identify acceleration opportunities.
• Establish commissioning requirements for pre-fabrication and modularization.
• Responsible for all safety planning associated with commissioning execution methods.
• Establish and manage the implementation of permit-to-work and Lock-Out/Tag-Out procedures.
• Ensure adherence to all local regulations and statutory requirements.
• Ensure corporate policies and procedures are fully implemented.
• Act as the primary commissioning interface with the client, contractors, and vendors.
• Manage interfaces with Project Management, Construction, Client Operations, Vendors, and OEMs.
• Liaise with client representatives to ensure shutdowns, relocations, tie-ins, and re-start commissioning are planned safely with minimum disruption.
• Direct, monitor, and motivate subordinate commissioning specialists.
• Coordinate the project handover to operations.
• Cooperate with the Construction and Operational Readiness Manager in planning transfer packages.
• Review and approve commissioning estimates, budgets, forecasts, and schedules.
• Recommend requirements for commissioning resources and strategies to meet schedule.
• Participate in labour studies, manpower sourcing, and industrial relations strategy.
• Assist the procurement team in reviewing contractual agreements.

Requirements

  • Bachelor's Degree in Mechanical, Electrical, Process, or Chemical Engineering.

  • Professional Registration (preferred).

  • Minimum 15–20 years' experience in mining, minerals processing, or large industrial projects.

  • Minimum 10 years' commissioning management experience.

  • Demonstrated experience commissioning large concentrator plants.

  • Proven copper concentrator experience.

  • Strong leadership skills and ability to lead and integrate into a team environment.

  • Experience with EPCM project execution models.

  • Technical Competencies: Commissioning Management Systems, Completion Management Systems, Mechanical Completion, Pre-Commissioning, Cold Commissioning, Hot Commissioning, Performance Testing, Ramp-Up Planning.

  • Working knowledge of Microsoft Office applications.

  • Experience using Visio or similar tools for commissioning sequencing and workflow communication.
